IRVINE, Calif. -- A house of horrors in Southern California overrun with rats has been declared a public nuisance by the city of Irvine as neighbors grow frustrated with rodents roaming around freely.

A long-troubled property in Brevard County described by neighbors as a “house of horrors" remains a source of frustration after officials granted the homeowner additional time to clean it up.
